A request was refused before the model produced any output.
Adapters raise it from the code that opens the request and catch it in
stream, which turns it into a response whose stop is a refusal. A host never sees it unless it calls a private method of an adapter, so the refusal arrives as a message and an event like any other.- Parameters:
