zett_agent.extensions.tool_search.render_tool_catalog(tools, *, snippets=True, guidelines=True)

Render the deferred tools a model can search for, one entry per tool.

Each entry is the tool name and description, followed by its snippet and guidelines when enabled. The text has no heading, so a caller places it under whichever one suits where it ends up. It is empty when tools is.
