zett_agent.providers.anthropic_compatible.search_result_blocks(message)

Turn a local tool search result into tool_reference blocks.

The search tool returns the definitions it found; Anthropic needs only their names, because each deferred tool is already declared in the request. A search that finds nothing is reported as text, since an empty reference list is not a valid result.
